PLANNING chiefs have refused permission for a car wash in Shotton following concerns over noise and impact on neighbours.

Flintshire Council received a retrospective request for permission to change the use of a site in Chester Road East to a car wash.

According to the application documents, the site has been operational as a car wash - named Suzies Hand Car Wash - since 2011.

The authority has confirmed the plans have been refused by planning officers.

A design and access statement submitted with the scheme explains: "In relation to the manner of operation proposed and its impact on surrounding land uses, the site would operate between the hours of 9am and 6pm Monday to Saturday and will be only be open between the hours of 10am and 4pm on Sundays.

"This will reduce the impact on surrounding land uses to a minimum.

"Furthermore, the site is well screened and fenced off from any neighbouring residential properties."

But according to a report from Flintshire Council's planning department two objections were received from neighbours.

Concerns were raised regarding the "operation of the car wash without the relevant permission", with objectors stating the noise levels are "unacceptable", and that "a significant quantity of chemical spray and pollution frequently comes over to the neighbouring property making the garden area unfit to use."

The hours of operation were considered unacceptable to the residents who objected.

In its conclusion, the report adds: "It is considered that the proposed impact of development on the amenity of occupiers of nearby residential properties is unacceptable having regard to the Noise Assessment Report submitted in progression of the application.

"In addition there is insufficient information submitted in respect of the Flood Consequence Assessment."
