Denbighshire: Council forecasts budget overspend of 302k

DENBIGHSHIRE County Council’s latest finance report warns of a forecasted budget overspend of £302,000, largely due to a shortfall in expected car park income.

Members received the June 2026/27 finance report at July’s cabinet meeting, outlining the authority’s financial position against its agreed budget.

The report revealed financial pressures and areas of concern, including £267K pressures from “shortfalls in car parking income”, as well as around £36K in planning and building control fees.

Explaining that the report outlined the council’s financial position in June of this year, finance officer Liz Thomas said the report was “very early” and was designed to point out “areas of risk”.

The “snapshot” of the council’s financial situation revealed the authority’s net revenue budget for 2026/27 stands at £308.905m, which compares to £290.735m last year.

When setting the budget, the council faced financial pressures of £21.341m, including inflationary costs, pay increases, and rising demand for social care services.

These were covered by increased Welsh Government funding and a council tax rise, meaning the authority needed to make savings of £3.170m to balance the budget.

But several council services remain under pressure.

The report states that adult social care and homelessness “remains an area of concern”, despite receiving an additional £4.328m, largely due to complex care packages and temporary accommodation costs.

Education and children’s services also remain under pressure, although an additional £2.171m was included in the budget, alongside £1.7m to expand in-house provision for pupils with additional learning needs.

Cabinet members noted the report.
